MVB Bank partners DingoBlu on mobile finance platform

MVB Bank has formed a strategic partnership with DingoBlu Financial to support the development of DingoBlu's mobile-first consumer finance platform.

Under the arrangement, MVB will provide the regulated banking infrastructure for eligible DingoBlu deposit products and related banking services. DingoBlu will operate the technology platform and digital interface through which customers access and manage their accounts.

DingoBlu is building a consumer offering centred on mobile access to everyday financial products. Its planned range includes current and savings accounts, digital account management tools and access to a Visa debit card programme.

The debit card programme will operate on the Visa network through MVB, reflecting DingoBlu's status as a Visa fintech partner. Under that structure, MVB will serve as the bank partner for card issuance and related banking services, while DingoBlu will focus on the customer-facing application.

The partnership gives DingoBlu a banking partner as it prepares to bring its platform to market. For MVB, it adds another fintech relationship to a business that combines traditional retail and commercial banking with services for financial technology groups, including payments, card issuance, sponsorship lending and online gaming programmes.

DingoBlu, based in Charlotte, North Carolina, describes itself as a financial technology company rather than a bank. Like many fintech groups offering deposit accounts and payment cards without a banking licence, it relies on a partner bank to provide insured banking services.

MVB, based in Fairmont, West Virginia, has positioned itself as a provider of banking and compliance infrastructure to fintech companies across the United States. The partnership combines DingoBlu's technology platform and client-focused design with MVB's banking and regulatory framework.

Neither company disclosed financial terms or a launch date for DingoBlu's products. They said further details on features, fees, rates, terms and availability would be shared closer to launch.

Platform plans

The announcement signals DingoBlu's intention to enter the crowded digital personal finance market, where fintech companies often try to stand out through app design, ease of use and a focused set of everyday banking products. Current accounts, savings tools and debit cards are often the starting point for new entrants because they create a direct relationship with users and generate regular transaction activity.

Mobile-first finance platforms have become a common model for non-bank financial groups seeking to build scale without branch networks. In that structure, the technology company typically handles user acquisition and product design, while the bank partner manages regulated deposit-taking, settlement and other core banking responsibilities.

This division of roles also reflects the tighter scrutiny bank-fintech partnerships have faced in recent years, particularly around oversight, compliance and customer disclosures. By naming MVB as the provider of banking services, the companies make clear where regulated banking functions will sit within the arrangement.

Thomas Ulry, Chief Executive Officer of DingoBlu Financial, said the partnership moves the company closer to launch.

"MVB's experience supporting financial technology companies, combined with our focus on creating a simple and intuitive client experience, provides a strong foundation as we prepare to bring DingoBlu to market."

Banking role

For MVB, the agreement fits into a broader strategy of working with fintech companies that need bank sponsorship and regulated account infrastructure. Such partnerships can provide fee income and transaction volume for banks, but they also require investment in controls and ongoing supervisory engagement.

The companies said DingoBlu's products will launch with support from MVB's banking infrastructure and access to the Visa network through the bank partner model. Product features, pricing and eligibility requirements have not yet been disclosed.
